Now that we have to ability to process a survey without having it automatically create a terrain, we would like to be able to use the Create Terrain from Survey command when the Survey is in a Reference File. In order to federate our data, we prefer downstream users to reference Survey data from the Survey file and Terrain Data from a Terrain file. Currently we still need to create a terrain in the survey file, export that to LandXML and then import that into out Terrain file. Additionally, we then need to remove the terrain element from the Survey File, so users do not get two terrain elements if they reference in the Survey and Terrain Files.

This would also make it easier to build a composite Terrain from multiple Survey files without having to make a single fieldbook. This would also benefit situations where multiple crews collect data but fail to maintain unique point numbers.
