civil labeler allows us to label civil geometry elements from reference files.

Simply placing labels appears to apply the civil schema to the active dgn file.
User like to have a warning when users detach reference files whose elements are labeled with the civil file manager in the active file. This would make the tool consistent with other civil rules based warnings and also minimize the chance that manual annotation will become disassociated from the elements they label.
