Ability to control breakline priority in a terrain. Allow for more than 2 types of breakline priorities other than normal and soft breaklines.

In OpenRoads, we do this by having "Soft Break Lines." When a Break Line and a Soft Break Line intersect, the Break Line is used and the elevation of the Soft Break Line is ignored.

This is true but it doesn't allow granularity in priority. Especially in site design there can be more than two breaklines crossing in an area. If you set one to a soft break line so that it is lower in priority and then it crosses another soft breakline there is no way to control which controls.
