Currently the advanced design file units in the dgnlib are controlling the units displayed in dialogs. This leads to separated Survey Foot vs International Foot vs Metric workspace dgnlibs. They do not adhere to the MicroStation working units like MicroStation dgnlibs.

I should be able to change my working units to inches vs feet in the dgnlib, to see a reasonable number when setting things like offset.
