Talking with my drafters and brainstorming - the workaround would be to reference the alignments/features into a different model (possibly a drawing model), set rotate the view as desired, and change the "view independent" option.
Problems with this workaround:
1) Annotations have to be in a different model if any rotation is desired.
2) Every time a text rotation is desired, would need a different model.
3) For a lot of our simple designs, keeping everything in one model is desired.
James, thanks for looking into this. I currently have the settings using Angle Value at Zero. This setting works when the view is set to the default. However, when the view is rotated (as many of our plans are) the text no longer works (even when re-annotated) Thank you!

Can you try using Angle Value and set it to zero?
