CTDOT would like Notes and Labels to not rotate with the view and always be Horizontal to the screen Merged

There is no option on the toolbox to place Notes and Labels with View Independent. This is an option for placing just plain text on the Place text Tool. We also would like Civil Labeler to place Call Outs using View Independant.
