When creating regions/areas in a design file using the Flood tool, allow ORD to find linework created with survey. This feature was available with surveys created prior to ORD. Right now you need to copy the elements you wish to use as a boundary into the design file or use the flood tool within the survey file. Adding a toggle in the reference manager to allow elements to be used as a boundary in region creation using the flood would be beneficial for when you are removing part of a surveyed area, and want to show the limits of the removal in a removal plan.
