We regularly need to deliver contour plans to the client based on Terrains that constantly change as a 3d design develops. It is currently very hard to produce consistent contour outputs because of the manual nature of how the annotation is applied. Adding the ability to use lines/linestrings, etc. to define the contour annotation path will give us that functionality and make it much faster to apply.

I would like to additionally suggest adding an option to label contours at a certain user defined (or by feature definition) linear spacing along each contour (as MX used to do).
I like the OP's idea of a permanent set of entities (which might be ruled to design geometry to say place labels along the middle of a lane, or halfway down a batter etc.)
Also we should have a possibility to export contourlines directly to 2D without passing throught scalable terrains etc. One click = Annotated 3D contours to 2D. Terrain models are too heavy to be used on 2D drawings.
